WTS-Boston Professional Development Program: MassDOT Design Justification Workbook Training
On Tuesday, August 17th please join the WTS-Boston Professional Development Committee for an hour long training on the Design Justification Workbook led by key MassDOT staff: Andy Paul (MassDOT State Highway Design Engineer), Jackie DeWolfe (MassDOT Director of Sustainable Mobility) and Andrew Wilkins (MassDOT Highway Design Project Designer). The Design Justification Workbook supports MassDOT Engineering Directive E-20-001 which establishes the Controlling Criteria and Design Justification Process and applies to all projects led and reviewed by MassDOT. Of note are the expanded criteria for Pedestrian, Bicycle, and Transit Accommodations which aid in building a network of high quality, high comfort facilities for users of all ages and abilities.
The training will focus on filling out the workbook for a variety of project types (for example, an intersection vs. corridor project). Our presenters will also share best practices for completing the workbook, review when a project is exempt from criteria, and explain the approval process.

Andy Paul, MassDOT State Highway Design Engineer
Since 2016 Andy has served as the MassDOT Highway Design Engineer. He manages a staff of over 20 engineers, planners, and program managers. Andy is a registered Professional Engineer (PE) with 18 years of experience in roadway & highway design. Prior to joining MassDOT, Andy opened the Boston office for Kittelson and Associates, while working on projects throughout the US. Andy has been involved with continuing education and research with the National Academies - Transportation Research Board (TRB) and the Institute of Transportation Engineers (ITE). From 2003 to 2014 Andy worked as a project manager and designer at MassDOT. He oversaw innovative project delivery for accelerated bridge construction and design-build contracting and was the Project Manager for the statewide conversion to All Electronic Tolling. Andy has worked on other notable projects including the Big Dig Tunnel Remediation Project and the Fast 14 bridge replacement project. Andy currently serves as the Program Manager for the replacement of the Cape Cod Bridges. Andy formerly served as the Chair of YPT Boston, which he co-founded in 2011. Through these experiences, Andy is overseeing the implementation of industry best-practices and achieving safer, more equitable, and more accessible outcomes.
Jackie DeWolfe (MassDOT Director of Sustainable Mobility
In August 2016, Jackie was appointed to the newly created position of Director of Sustainable Mobility in the Secretary’s Office to help create a safe, equitable and just transportation system in which everyone has mobility and access, and in which our streets support the local economy and improve quality of life for all. DeWolfe currently directs the State’s Bicycle and Pedestrian Plan implementation strategy and capital budget, chairs the MA Bicycle and Pedestrian Advisory Board, and co-chairs the Interagency Trails Team. She previously facilitated the development of MassDOT’s new design criteria, design justification process, and complete streets review – including first in nation transit accommodation criteria. DeWolfe has worked on a number of programs, including Complete Streets, MassTrails, and Shared Streets and Spaces. Prior to joining MassDOT, DeWolfe was the Executive Director of the non-profit LivableStreets Alliance. She has also served as an independent consultant providing strategic planning, public engagement facilitation, and transportation trainings to public, private, and civic organizations across the U.S.
