Program Highlights: Fast Tracks to the Future

On April 2, 2025, WTS-LA hosted a panel event featuring leaders from California High Speed Rail, High Desert Corridor, and LA Metro’s Regional Rail Program who shared their priorities and upcoming projects, challenges, and opportunities in this line of work, and advice for consultants working on rail projects.

Moderated by Christina Maxwell, Project Manager at HNTB, the panel consisted of the following leaders: 

  • Kavita Mehta, LA Metro, Executive Officer – Regional Rail
  • Arthur Sohikian, Executive Director, High Desert Corridor JPA
  • LaDonna DiCamillo, Southern California Regional Director, California High Speed Rail Authority

Key topics included:

1. Roles and Top Priorities: The panelists discussed their instrumental roles in each of their organizations and their top priorities for the next couple of years, including projects in varying phases from environmental through construction.

2. Changes in the Federal Administration: The panel noted when it comes to the current federal administration and priorities, we’ve been here before, and working with State partners and legislation remains crucial for all projects in California. Panelists added their thoughts on best practices to leverage funds “do more with what we have” and playbooks required to navigate both federal and State direction.

3. Agency Coordination: The panel discussed the importance of coordination and building a coalition of regional partners to champion projects together, particularly related to High Desert Corridor’s connections to California High Speed Rail, Metrolink, and Brightline West.

4. Challenges and Opportunities: The panelists talked about the various challenges and opportunities they see for advancing their projects, particularly funding, agency coordination, and environmental clearance.

5. Favorite Aspects of Work: The panel discussed what aspects of their job they enjoy most and why, including the unique and creative problem-solving required and ability to implement real solutions for needs in their communities.

6. Consultant Value: The panel noted how consultants can add more value, while remaining in their scope of work, to regional rail projects, through collaboration, anticipating potential future challenges, and proactive planning.

7. Mentorship: The panelists shared stories of mentors as well as mentor/mentee relationships that made a lasting impact on their careers.

The event included an audience Q&A session, which included additional questions on funding, coordination, and station planning.
