Program Highlights: Alternative Project Delivery Panel

On February 14, 2023, WTS-LA hosted an in-person luncheon featuring a panel of alternative delivery leaders, including Belinda Hon (Caltrans), Brad Owen (Los Angeles Metro), and Jake Adams (Los Angeles World Airports). More than 150 transportation industry representatives attended the luncheon led by Bethany Garretson with Mott MacDonald. The panelists’ discussion gave insight into why agency partners diversify their procurements to incorporate more alternative delivery projects.

Panelists described the key drivers and benefits of contract models like Progressive Design Build and Construction Manager General Contractor; and how their agencies choose the suitable contract model to fit the project size, scope, cost, and schedule. During the moderated panel, participants also discussed the successes and challenges of implementing these new contract models and how agencies provide targeted training and guidance for their staff on alternative delivery implementation. All panelists recognized the importance of the engineering and construction industry in helping shape these large alternative delivery procurements and the value of innovation and input.

During the question-and-answer period, the panelists emphasized the importance of thinking outside the box, partnership, and emotional intelligence to enhance collaboration between owners, owner’s representatives, contractors, and subcontractors during project procurement and delivery. As an industry, we are continuously learning more about the benefits of alternative delivery contract models and the importance of working together at all levels to collaborate and find a solution to the complex transportation needs in Los Angeles.
