Jonathan Gulliver has been the MassDOT Highway Division Administrator for the past 5 years and an employee of MassDOT and DCR for over 20 years. He has sought to make these public infrastructure agencies better by encouraging new ideas and approaches to problems. He also elevates a diverse set of leaders to be able to drive these organizations forward.  For these reasons, Jonathan was selected to receive the 2022 Honorable Ray LaHood Award. 

As a former District Highway Director and as Administrator, Jonathan has led with intention while putting together the leadership team in the Highway Division, elevating women and people of color to the most senior positions both in the Districts and in Boston Headquarters.  Jonathan has also adopted a leadership approach and practices that enable employees with good ideas to remain visible within the MassDOT organization structure, which grants exposure to senior staff and more opportunities for quick advancement.  Jonathan’s overall approach as a leader is equitable and thoughtful, and his team is proud to nominate him this year.
