Bianca Rodriguez is the Caltrans District 7 Deputy District Director of the External Affairs Division. She is responsible for the offices of Governmental and Legislative Affairs, Media Relations and Public Affairs, and Graphics/Design Services. The Division is also responsible for the Small Business Outreach Program, CA Public Records Act requests, and the Executive Office Support. Before 2021, the Division included a robust Equal Employment Opportunity Program under her purview.

Bianca's career with the State of CA spans over 31 years, which includes 27 years at Caltrans, Governor Jerry Brown appointed to her current position in November 2015 and then reappointed by Governor Gavin Newsom in 2021. She currently oversees external communications between Caltrans and the media, elected officials, local agency officials, regional transportation partners, community groups, and the general public. In her daily work, the Division is also responsible for many methods of public outreach, including Caltrans District 7 events that promote public awareness of the department's work to improve transportation infrastructure in Los Angeles and Ventura counties through social media, blog posts, news releases, Twitter feeds, internal/external website, video production, photography, and other graphic and visual arts products.

Since 1996. Bianca has demonstrated skills and leadership abilities in previous assignments in Caltrans Sacramento Headquarters as Assistant Division Chief of the Project Management Division: Acting Deputy Director. Office of Business and Economic Opportunity (Civil Rights); and Branch Chief of Capital Outlay Support Program, Statewide Resources. The diverse External Affairs Division has many roles and methods of providing information and resources to Caltrans customers, with the primary overall objective of ensuring equal access to government services, information, and non-discriminatory policies and procedures for all employees, contractors, and customers.
