Massport Infrastructure Condition Assessment (MICA) to Receive the WTS-Boston 2025 Innovative Transportation Solutions Award

WTS-Boston is proud to announce that the Massport Infrastructure Condition Assessment (MICA) has been selected as the recipient of the 2025 Innovative Transportation Solutions Award. This honor recognizes an initiative, solution, project, or policy led by a female project manager that moves forward WTS International’s Mission to attract, sustain, connect, and advance women’s careers to strengthen the transportation industry and WTS International’s Vision of equity and access for women in transportation.

The Massachusetts Port Authority (Massport) faced a challenge regarding infrastructure conditions – information required for effectively informing business decisions could take too long to track down – a slow, manual process. Data was collected, stored, and reported in disparate formats and locations. These challenges prompted Luciana Burdi, Massport’s Director for Capital Programs and Environmental Affairs, to conceive the Massport Infrastructure Condition Assessment (MICA) program in 2019. MICA leverages technology to enable stakeholders to obtain current information regarding infrastructure attributes, conditions, and recommendations to help inform business decisions using an easily accessible portal.

The MICA program is an agile, technology-centric, comprehensive baseline condition assessment of infrastructure. It is the first of its kind among airports in the United States and incorporates a number of innovative components.

The program currently includes two types of infrastructure, MICA-BCA (buildings) and MICA-UCA (utilities), with plans to incorporate additional types of infrastructure assets in the future. The MICA-BCA baseline phase has completed a multidiscipline assessment of 171 buildings at Massport's airports and maritime facilities. MICA-UCA is assessing utilities, including water, sanitary/storm sewer, electricity, and gas across seven campuses.

Massport drives $22 billion of economic activity in the Northeast region. MICA findings are helping Massport to determine current and future strategic investments for Massport's infrastructure, delivering maximum value to the public by maintaining an environment that enhances their travel experience. MICA has identified $400 million in recommended infrastructure improvements so far, and the Massport Board has authorized a large initial amount to address the most critical MICA findings over the next four years.

The development and implementation of MICA has been led by women, including the Massport project manager (PM) and deputy PM, as well as the PMs for the three prime consultant firms (HNTB, Keyrus, and Stantec). More than 33% of the team members and stakeholders of this successful project have been women.
