Lidy Chan has a Bachelor of Science in Business Administration with a concentration in Marketing, Banking and Finance. She began her career in transportation as an intern for Bechtel/Parsons Brinckerhoff, a joint venture management consultant managing the mega project called the Central Artery/Tunnel Project, also known as the “Big Dig Project”. After completing her graduate studies in finance at Northeastern University, she was hired permanently by Bechtel/Parsons Brinckerhoff to lead their Accounts Payable department. Lidy was promoted as Fiscal Project Manager in 1992. After working in this position for 10 years and securing $14.8B in funding for the Central Artery/Tunnel completion, Lidy started working for the Massachusetts Turnpike Authority as a Risk Financing Manager.

In 2009, during a period of transportation reform, Lidy began working at MassDOT. Valued for her experience and expertise, she is responsible for managing elements of the department’s risk financing programs, including insurance programs and loss exposures, procurement and underwriting, cost of risk analysis, budgeting and much more. She is currently involved in MassDOT’s various programs including serving as a mentor, committee member for the Partners in Transportation Diversity Planning Committee, chair of the Asian American and Pacific Islander (AAPI) Heritage month celebration, founding member for the Diversity, Equity, and Inclusion (DEI) Employee Advisory Council, and member of the Massachusetts Department of Transportation (MassDOT) / Massachusetts Bay Transportation Authority (MBTA) Employee Resource Group (ERG) Council.

Lidy is also very active in the community and beyond – she is a member of Asian American Pacific Islander (AAPI) Action Group, Culture and Arts Director for the National Federation of Filipino American Associations (NaFFAA), a board member of Foxborough Cultural Council (FCC), a member of St. Mary’s Choir, and Chair for the NaFFAA Massachusetts Dance Troupe. She currently serves as a member of the Advisory Board and is immediate past president of the Conference of Minority Transportation Officials (COMTO) Boston Chapter as well as being an Immediate Past Council of Presidents Representative for COMTO National. She also serves as the Treasurer for Massachusetts Women of Color Coalition.
