Previous rail service in Redlands included the Pacific Electric “Red Car” trolley system and the AT&SF Railway. The Pacific Electric San Bernardino line served Redlands from Los Angeles by way of its Eastern District, which opened in 1905 and was abandoned in 1937. San Bernardino County Transportation Authority (SBCTA) envisioned a new passenger rail service that could reconnect San Bernardino and Redlands but would also connect commuters to Los Angeles.

More than a decade in the making, Arrow features new tracks, enhanced street crossings, quiet zones, and five stations along the 9-mile route between the San Bernardino Transit Center located at Rialto Avenue and E Street in Downtown San Bernardino adjacent to San Manuel Stadium and terminating at the University of Redlands. The launch of Arrow in October 2022 signaled the next generation of passenger rail. The state-of-the-art clean-air rail technology will improve air quality while providing direct access to the Metrolink system for tens of thousands of additional riders in one of the fastest-growing population and economic centers in the nation. Arrow trains feature capacity for 120 standing passengers, space for up to eight wheelchair passengers, USB chargers at most seats, storage hooks for up to 12 bicycles, and level boarding at the station platforms. Metrolink is the operator of Arrow.
