Engineering of traffic control devices in a uniform manner not only promotes safety, inclusion, mobility, and efficiency on the road network; it’s the law! As the public agency having jurisdiction, this is a principal function of the New Hampshire DOT through the Bureau of Traffic.  For this Lunch n’ Learn - Operations, Regulations, and Innovations: Insights on NHDOT’s Approach to Engineering of Traffic Control Devices, Mike O’Donnell from the NHDOT Bureau of Traffic will discuss the Bureau’s engineering activities within the Department’s Division of Operations and how the purpose of the Manual on Uniform Traffic Control Devices (MUTCD) is achieved across our jurisdiction. The presentation will also feature an overview of human factors research including an example field tested in New Hampshire. 

This virtual event will describe the organizational structure and the workflows of the Bureau of Traffic, highlighting the work of the engineering staff in the Traffic Design section to support Project Development and Operations needs for both internal efforts and review of consultant projects. A brief overview of the MUTCD will be presented, followed by a discussion of traffic control device innovations and human factors experiments that support research based and data driven decision making by agencies to establish consistent practices across their jurisdictions. Following the presentation, there will be time for questions and Traffic Operations Engineer Desirée Carron who supervises the Traffic Design section will be on hand to address any detailed questions about the specific work of her team.

Mike O'Donnell

Mike O’Donnell, Chief of Traffic Engineering at the New Hampshire DOT Bureau of Traffic, oversees a specialized team of engineers, and technicians focused on the design and operation of traffic control devices and traffic monitoring stations.  He also serves on the Traffic Control Device Consortium Pooled Fund Study as its Chair, the National Committee on Uniform Traffic Control Devices as a Technical Member, and is one of three New Hampshire representatives on the AASHTO Committee on Traffic Engineering. Since graduating a dual-degree program at Rutgers University, he has accumulated over 25 years of engineering experience, with the most recent 20 years focused on Traffic Engineering for both consultant and agency employers. Mike is also a member of the WTS New Hampshire Chapter, where he serves on the Diversity, Equity, and Inclusion Committee.
