PennDOT District 2-0 conducted the State College Area Connector Planning and Environmental Linkages (PEL) study to identify transportation needs within the PEL study area. The study evaluated a range of alternatives to determine how the alternatives addressed the study's purpose and need, balanced impacts on the natural and built environment, addressed traffic concerns within the overall study area, met engineering considerations such as constructability, cost, and considered planning goals. This presentation will provide an overview of the PEL process, analysis conducted, final PEL results, and the next steps for advancing the State College Area Connector Project.
