This presentation provides a quick overview of the Manual on Uniform Traffic Control Devices including regulatory signs, warning signs, guide signs, pavement markings, traffic signals, work zone safety, traffic calming, bicycle facilities, wayfinding, and railroad crossings. This course will explain how to understand and follow the Manual and explain the legal backing behind the MUTCD and the consequences of not using it.
We will unpack several real-life litigation cases from the Southeastern United States cases involving non-compliant MUTCD usage. Forensic findings, discoveries, and production requests for both plaintiff and defendant will be discussed as will the arguments from both sides of the cases.
Participants will be provided information on what forensic engineers look for when researching MUTCD related cases to help reduce your exposure to litigation and what to do in the event of a lawsuit.

Mark is the Principal Engineer and Owner of J.M. Teague Engineering & Planning. He has been practicing transportation engineering for almost 30 years with nearly 20 years being with NCDOT, all in western NC in 3 different divisions. Mark is often noted as having the most diverse “mountain” traffic engineering experiences of anyone ever at NCDOT. He has owned and operated J.M. Teague Engineering & Planning since 2010 where he still serves the many clients and areas he did while at NCDOT.
Mark has been specializing in Forensic Engineering for most of his career beginning with his time at NCDOT and continuing with this service with J.M. Teague Planning & Engineering. To date
Mark has been involved in over 100 cases.
Forensic Engineering includes data collection, field review, case file review, depositions, accident reconstruction, commercial vehicles, bicycle and pedestrian, and engineering and trial testimony.
He holds a Bachelor of Science in Civil Engineering from North Carolina State University, with a concentration in transportation. He is licensed as a Professional Engineer in NC, SC, GA, TN, AL, VA, and KY.
Mark lives in rural Haywood County with his wife and two teenagers – with one adult son who lives with them part time. In his spare time, he likes to hike, camp, do yard work, and minor construction projects around their property. Mark is active with the local Chamber of Commerce, SW Workforce Development, and his church. He is a former Eagle Scout and adult Scout leader
