Capital Planning Project Manager | HCTRA
In her role with Harris County Toll Road Authority’s (HCTRA’s) Capital Planning Division, Josie is responsible for managing ongoing planning projects, including the Westpark Tollway Capacity Optimization Study and the Harris County Truck Route Study and Freight Corridors Plan.
Prior to joining HCTRA in January 2024, she worked in the private sector managing a wide variety of planning projects, including corridor studies, transportation plans / mobility studies, comprehensive plans, and land use plans. Previously, she also worked for the City of Houston and the City of Greenwood Village, Colorado. Josie’s passion lies in working with the communities she is planning for, in combination with Geographic Information Systems (GIS), to ensure more effective project outcomes informed by data and collaboration.
Josie earned her master’s degree in Urban and Regional Planning from the Humphrey School of Public Affairs at the University of Minnesota. She currently lives in the Houston area with her husband, two daughters, and boxer dog.
